Revenue launches web version of the system for registration of permits and live in civil construction works by prefectures

As of July 1, 2019, the web version of the SisobraPref system will be in operation, which will allow municipalities and the Federal District to send to the Federal Revenue the list of permits and documents to be granted in the month.

The sending of this information is mandatory by determination of art. 50 of Law 8212/91, and must be complied with until the 10th of each month, according to disciplinary action.

The SisobraPref system already existed and was available on the IRS page, but evolved to the new SisobraPref Web, which will be fully online and will allow municipalities to register their permit data and to live in construction works in a more simple.

With the production of SisobraPref Web in production, the federated entities will have two ways to meet the legal determination, ie:

1) The prefectures that have their own register system and inhabit themselves must use the RFB Web Service environment, a technological solution that allows their information systems to access RFB services, provided that the technical standards of RFB are observed. communication, pursuant to RFB Ordinance No. 1569/2015. In order for the generated files to be transformed into electronic documents, it will be required to join the Electronic Tax Domicile (DTE) and digital signature. Revenue alerts that the current SisobraNet connector will be disabled along with the deactivation of the current SisobraPref.

2) The prefectures that do not have their own system of registration of works will use the SisobraPref Web, through access to eCAC Portal. The first access will require the eCNPJ of the entity, so that it is possible to change the data of the city hall, the data of the users, their profiles of habilitation and the formatting of the permits and the inhabited ones. After defining the users in the Web environment, access will be through the digital certificate (eCPF) of each user (server responsible for the subject).

In order to avoid disruption to city halls, Revenue is providing material to train the municipal employees involved in this work process. There are 8 videotapes that contains the step-by-step for the use of the System SisobraPref Web, according to the option chosen by each city hall. Also available to users is a distance learning platform (WEB CUBO Z), in which the Sala e-Prefeitura will be created, with exclusive access to the municipalities, for orientation, registration of doubts, consultations and access to Webinars (Videoconferences for Resolution of Doubts).
