Foreign Trade Secretariat updates statistics for 2018


Exports and imports data were revised

In order to guarantee the quality of the information disclosed and the transparency of the statistics compilation processes, the Secretariat for Foreign Trade Intelligence and Statistics (Sitec), under the Foreign Trade Secretariat of the Ministry of Economy (Secex / ME), reprocessed and updated the export data for 2018.

The changes already implemented to improve and debure the bureaucracy of export and import processes have generated inaccuracies in some of the information traditionally produced. To improve the dissemination, there is a joint work of Sitec with the team of Portal Único. The reprocessing of 2018 is the result of this work. 

According to Herlon Brandão, undersecretary of Intelligence and Foreign Trade Statistics, the revision does not significantly impact the aggregate totals of 2018 disclosed previously.

"Small differences in value will be noticed basically because of natural rectifications carried out by the exporters themselves," he explains. "Sitec continues to evaluate the quality of the data coming from the Single Portal and, if necessary, will provide new reprocessing."

New information is available with the standard publication of monthly reports compiled with data through May 2019.

Since the beginning of the implementation of the Single Portal system, Sitec has been closely monitoring and adapting the recovery of statistical data to the new customs process. The remodeling also provides a better alignment with the recommendations of the international manual for the compilation of international trade statistics ( International Merchandise Trade Statistics).


In addition to the standard update for the year 2019, this reprocessing affects the period from January to December 2018 and has the following characteristics:

1 - The export series on transportation routes were compromised, without statistics since the launch of the Single Portal. In 2019, new integrations were made to the Single Gate system that made it possible to receive this information for compiling statistics. Reprocessing has considerably reduced the incidence of "Unreported Pathway".

2 - The series of exports by municipalities was partially compromised. As a result, statistical information on the fiscal domicile of exporting companies was not recovered. The new reprocessing has considerably reduced the incidence of "Undeclared Municipality - ND".

3 - The Export Declarations (DU-Exp) have gone through natural processes of rectification. With the transition of the systems, there was an intense incidence of rectification in the first months of 2019, with changes referring to declarations of 2018. The reprocessing of 2018 compiles more updated and corrected information.

4 - The UF Producer series (Federative Unit of origin of the exported product) were partially compromised due to problems related to the association of the invoice to the DU-Exp in cases of anticipated shipment. There were delays in the presentation of invoices after boarding, impacting the series of UF Producer of goods traditionally exported in this modality.

Boarding in advance  

According to IN 1702, from the IRS, exporters who use advance shipment have up to 10 calendar days after shipment to present invoices. This period is being extrapolated, in some situations, due to the adaptation of the operators to the new system of the Single Gate.

According to Sitec, the situation will be normalized once the exporters and interveners are fully adapted to the new processes.

The reprocessing of 2018 aims to capture the late presentation of invoices and, consequently, the correct allocation of the values ​​exported to the UF Producer informed in the invoice.

Even if the note is submitted late, the reprocessing will count the UF value retroactively to the month of shipment and not to the month in which the invoice was presented. Other export cases, other than pre-shipment, already present information without distortion.
