Change in the composition and operation of the Redesim Management Committee should improve business environment

The federal government has adopted another measure aimed at simplifying and reducing bureaucracy in the registration of companies in Brazil. With the publication of Decree No. 9,927 / 2019 in the Federal Official Gazette on Tuesday (7/23), the structure of the Committee for the Management of the National Network for the Simplification of Registration and Legalization of Companies and Businesses (CGSIM) was modified. .

Although the measure is directed directly to the members and the functioning of the Committee, it reaches a wider target audience, directly reaching entrepreneurs and business start-up professionals, which will reduce time and costs.

Indirectly, it benefits the entire Brazilian society, since the ease of opening companies is a worldwide parameter for attracting international investments and consequent job creation.

The change adapts the Committee to the changes envisaged in legislation issued in April this year ( Decree No. 9,759 / 2019 ) and includes in its composition bodies responsible for licensing, the longest step in the process of opening companies.

Redesim is a priority project of the federal government. The related strategic actions are the responsibility of the National Department of Business Registration and Integration (Drei), which is part of the structure of the Digital Government Secretariat of the Ministry of Economy. Drei coordinates the entities involved in the process of registration and integration of companies.

According to the deputy director of Drei, Anne Caroline Nascimento da Silva, the reformulation of the collegiate promoted today will provide a more agile and less bureaucratic functioning of the Committee.

“It is extremely important for the implementation of actions aimed at improving the business environment and indispensable for a significant reduction in the number of days to start businesses in Brazil,” says the substitute director.

This reduction is extremely important to attract investments to Brazil. The number of days used to start businesses is tracked by the World Bank. Considered an international reference, its Doing Business ranking is an objective measure that points out the most investment-friendly countries.

In this sense, the integration of company registration and legalization bodies - and the consequent reduction of days for business start-ups - should positively impact Brazil's position in the ranking.

Understand the changes

With the changes promoted today, the Redesim Management Committee is now composed of representatives of the Ministry of Economy (Secretariat of Digital Government, Special Secretariat of Red Tape, Management and Digital Government, Special Secretariat of the Federal Revenue of Brazil, Secretariat of Development of Industry, Commerce, Services and Innovation of the Special Secretariat for Productivity, Employment and Competitiveness); and appointed members of the National Secretariat of Public Security of the Ministry of Justice and Public Safety, the National Health Surveillance Agency of the Ministry of Health, the Ministry of Environment, the Brazilian Micro and Small Business Support Service (Sebrae), the Brazilian Association of State Environmental Entities,

The Committee also includes a representative of the municipalities, nominated in an annual rotation system by the National Confederation of Municipalities or the National Front of Mayors, and a municipal secretary of Finance, nominated by the Brazilian Association of Capital Finance Secretariats.
