Cooperation Agreement

Measure will boost management evaluation of municipalities through governance index

A technical cooperation agreement was signed for the adhesion of the Federal Council of Administration (CFA) to the Collaborative Network of Plataforma + Brasil, Rede + Brasil. The initiative has 146 partners, including agencies and entities of the Federal Executive Branch, state governments, municipal entities and control bodies.

The agreement, signed on Thursday (7/6) with the Ministry of Economy and the National School of Public Administration (Enap), aims to develop joint actions aimed at transparency, capacity building and improved management of Union transfers.

With the adhesion of the Board to the Network, the Municipal Management Tool developed by the CFA - the Municipal Governance Index (IGM) - will be inserted in the Platform + Brazil. Updated annually, it allows managers and the population a comparative analysis of the quality of management of each municipality. In the Brazil + Platform, the IGM will help evaluate the municipality's management and governance and the degree of risk in account rendering.

The participants of the Network offer support for the management of the Platform + Brazil through the training of servers, from training to use tools of the Platform to the development of skills to develop projects in the area of ​​agreements.

Delivery at tip

Over the next four years, the Platform will gather data from the management of estimated values ​​of R $ 380 billion that are transferred annually to states, municipalities and civil society organizations.

"With the collaboration of Rede + Brasil, we reaffirm the government's commitment not only to transfer money to public policies, but also to bring states and municipalities the institutional capacity to execute these resources," says Secretary of Management of the Ministry of Economy, Cristiano Heckert. "With that, we guarantee that the delivery arrives at the tip". 

Rede + Brasil has 780 knowledge multipliers in the 27 states of the country, which periodically carry out training at Enap. "They are called multipliers because they return to their states to pass on technical knowledge, promoting greater capillarity for the execution of public policies," says Heckert.

To date, Enap's distance learning courses have trained more than 160,000 people to use the old Siconv (Covenant System). "The Platform + Brazil also represents the ability of the State to offer tools so that Enap can train servers and conduct good administration and governance," says Enap President Diogo Ramos.
