Economía presents in Consad the main actions of debureaucratization of the federal government

Secretaries of the Ministry of the Economy presented the main initiatives of the federal government in the areas of public management, personnel and digital transformation on Friday (7/6) in Manaus, during the 110th Forum of the National Council of Secretaries of Management States (Consad). Among the innovations, it is worth noting the alteration of the requirements for conducting public tenders, which became effective on June 1, as established in Decree No. 9,739 .

The Secretary of Personnel Management and Performance, Wagner Lenhart, reported that the decree establishes 14 requirements to be observed by the bodies and entities when they apply for a public tender.

One of these precepts is the referral of the evolution of the staff in the last five years by the requesting body. This document should include, for example, the movements, inflows, retirements and retirements. In addition, the estimate of pensions, per position, should also be presented for the next five years.

"It is critical to interact and act together with states," said Lenhart. "The quest for efficiency is a common goal between states and the Union. We want to share good management practices to build public management of the future," he told an audience that includes secretaries from the Planning and Management bureaus of the 26 states and the Federal District.


Lenhart also presented the Movement to Build the Workforce project. The main objective of this action is to make public servants and public servants available to public agencies in areas that are most in need under the federal government, to the detriment of those in which there is a labor surplus.  

Among the benefits of the project are the reduction of the need for new public tenders and greater productivity of the staff from a more efficient allocation. According to the secretary, the movement will bring more speed in the recomposition of the work force, including in emergency situations. This is a model that can be replicated by states and municipalities. The rules for this movement are contained in Ordinance No. 193 , dated July 3, 2018.

Digital Government

The Secretary for Digital Government of the Ministry of Economy, Luis Felipe Monteiro, presented the main actions and priorities of the digital transformation of the federal government. It also highlighted the importance and advantages of the Gov.Br Network, an environment of collaboration, exchange, engagement, articulation and creation of innovative proposals related to digital transformation in the public sector.

Those who join the network will now have access to the digital platforms offered by the federal government, training programs and funding for digital transformation programs, as well as technical support in the application of strategies for digitizing public services.
