Citizens and businesses can donate goods and services to federal government


The legal norm that facilitates the collaboration of society with the Public Administration

With the entry into force on Monday (12/08) of Decree 9.764 / 19  - published on April 11, in an extra edition of the Official Gazette - any individual or legal entity under private law can donate goods and services to federal government without charge or charge.

The launch of the Reuse platform for private donations to the Executive and the signing of a complementary rule, Normative Instruction No. 5/2019, were the highlights of the opening of the VIII Siads Symposium, the Integrated Asset Management System, which manages movable assets. from the federal government. The event, held today in the auditorium of the Ministry of Economy (ME), in Brasilia, was promoted by the National Treasury Secretariat, in partnership with the Secretariat of Management, and was broadcast over the internet.

Donate Options

Interested parties have two options to donate. The first is the “expression of interest” in which the user offers goods and services to the Public Administration through the new version of the Reuse platform.

This action may be directed to a specific agency or any federal public entity. Registration is required at the website . After registration, simply access the Reuse website and include donations.

There is also the option “public call”, in which the government, through a public notice, requests the donation of some mobile good or service. Any body or entity of the direct administration, local authority or foundation can use this tool, which will be available at .

The Purchasing Center will receive and analyze requests from public institutions. Upon selection, the Ministry of Economy will publish a public notice and interested parties will have at least eight working days to submit the proposals for donation.


On the ads page, items are categorized by source: government or private. There are filters by Federation Units, categories (furniture, training, vehicle) and material status.

For example, bidding and contract consulting services, books and e-trading courses are now available. The public institution that first clicks on the offer and finalizes the order has preference in the donation.

“Basically, what we want is for the Public Administration to seek, in its habits, to get closer to the very dynamics of choices that citizens make in their private lives,” explains Gleisson Rubin, Deputy Special Secretary for Red Tape, Management and Digital Government. from ME. "Reuse comes to occupy this space, now enriched with the possibility that the government can benefit from receiving goods and services offered by other entities, whether public or private." 

New Normative Instruction No. 5 clarifies the prohibitions in the event of conflict of interest, such as the donation of assets that may generate future obligations and charges; to promote candidates, officials or political parties; or that violate the principles of public administration.

“We have increased legal certainty, so that the federal government has regulatory, procedural and technological support to receive donations from public and private entities,” explains Cristiano Heckert, Secretary of Management of the Ministry of Economy.

The VIII Siads Symposium was attended by civil servants and managers working in the area of ​​logistics, inventory, assets, transportation and contracts.

The purpose of the action is to optimize public spending, avoiding unnecessary acquisitions and making better use of movable assets that are unused in various federal agencies and entities.
