Brazil and Spain discuss strategies to combat Social Security fraud

International seminar will allow for exchange of experience and improvement of investigation of irregularities

Brazil and Spain will promote a cooperation event, from 9 to 11 September, to discuss strategies for the prevention, detection and investigation of fraud and corruption against Social Security. Representatives from both countries will meet at the headquarters of the Special Secretariat for Social Security and Labor of the Ministry of Economy, in Brasilia.

Throughout Brazil, the following were invited to present papers on the subject: the Federal Comptroller General (CGU), the Federal Court of Accounts (TCU), the National Institute of Social Security (INSS), the General Coordination of Social Security and Labor Intelligence. (CGINT) of the Special Secretariat of Welfare and Labor of the Ministry of Economy, the Federal Police and the Federal Public Prosecutor.

“Fighting corruption is a priority of this government, and international cooperation is key. We are looking for the best experiences, whether in Brazil, Spain or other countries, to improve our oversight and control mechanisms. We have come a long way with the anti-fraud law, but we still have a lot to do, ”says Special Secretary for Social Security and Labor, Rogério Marinho.

CGINT, together with the Federal Police and the Federal Public Prosecution Service, is part of the Social Security Task Force. The partnership aims to systematically combat social security and labor crimes through joint actions in the form of special operations and technical intelligence procedures. “The event will be an important exchange opportunity to learn about best practices to combat fraud and to seek to improve the fight against corruption,” says Marcelo de Ávila, head of CGINT.

Interested in participating in the event can do the accreditation next Monday (9/9), from 9am, in the main auditorium of the Ministry of Economy, located on the Esplanade of Ministries, Block F.

New Welfare
The fight against fraud in Welfare was one of the first actions of the government, through Provisional Measure 871/2019, issued on January 18. It is part of the New Social Security, whose Proposed Amendment to the Constitution is under consideration in the Senate.
MP 871 was approved by the National Congress in June, having been converted into Law 13.846 / 2019 . The new legislation has made it possible to intensify the fight against fraud, improve the quality of Social Security spending and reduce the judicialization of social security issues. These measures are expected to generate savings of R $ 9.8 billion in the first 12 months.

Law 13,846 / 2019 guarantees a thorough review of benefits and processes with indications of irregularities in the INSS, in addition to changing rules for granting benefits, such as reclusion allowance and death pension. It also provides for the registration of rural special insured persons.
