New composition has been improved with creation of a deliberative technique

The Budget Execution Board (JEO), which is responsible for providing direct advice to the President of the Republic in the conduct of the government's fiscal policy, has been improved for the 2019 fiscal year and made official last Thursday (27/6) by Decree 9.884 / 2019.

Composed by the Minister of Economy, who is its coordinator, and by the Minister of State Chief of Staff of the Presidency of the Republic, in 2019, JEO will have a technical body to better contribute to the decisions of the ministers, Budget and Financial Management.

According to the Special Secretary of Finance, Waldery Rodrigues Júnior, the decree once again demonstrates the concern of the current government with responsible fiscal management. "The new text improves and institutionalizes deliberative instances with a view to fiscal balance and reduction of uncertainties in the economic environment," he points out.

The Technical Committee for Budgetary and Financial Management of JEO will have eight members, four representatives from the Ministry of Economy - Secretaries of the National Treasury (STN), Federal Budget (SOF), and Economic Policy (SPE), as well as the special secretary of the Federal Revenue Service - and four representatives of the Civil House - the executive secretary, the special secretary of the Investment Partnerships Program, the sub-office of Government Action and the sub-office of Articulation and Monitoring.

Major budgetary decisions have taken place at the level of the Budgetary Enforcement Board since the publication of Decree 9.169 / 2017, when it was formally established and constituted as a collegiate body for direct advisory services to the President of the Republic.

This decree, however, only formalized the Board, which was always constituted with the same functions and members practically since the Fiscal Stabilization Program - PEF of 1998. In the first years, until the publication of the Fiscal Responsibility Law - LRF, in 4 of May of 2000, the collegiate denominated Commission of Control Fiscal - CCF (formally established).

With the LRF, there was an understanding, at the time, that a decision-making body formally constituted for major fiscal policy decisions would no longer be necessary, since that law already distributed responsibilities and required the creation of controls and councils, as prescribed in its art. 67.

However, in a short time, both by inaction in the creation of controls and boards and by the need for better coordination, JEO was recreated, albeit informally, and became the main decision-making body to date.
