BNDES publishes new, more flexible notice for Lotex auction


For secretary, current version has been adapted to make it more attractive to investors

The National Bank for Economic and Social Development (BNDES) published, on Friday (08/30), new auction notice to delegate to the private initiative the exploitation of the Exclusive Instant Lottery (Lotex) . Popularly known as scratch cards, today Lotex is a Union public service. 

Interested parties should submit proposals on October 17th. The auction is expected to take place on October 22 at the São Paulo Stock Exchange. The announcement can be accessed at the BNDES headquarters in Rio de Janeiro, or through the Lotex website, which must be preceded by a request via email:

According to Alexandre Manoel, head of the Secretariat of Evaluation, Planning, Energy and Lottery of the Ministry of Economy (Secap / ME), in this edition of the announcement, adjustments were made in relation to the previous ones in order to make the process more attractive to investors.

"Our focus with this announcement is to stimulate competition, modernization and growth of the lottery market in the country, which is still far below the world average and its potential," said the secretary. "Our expectation is that the break in monopoly - with the consequent opening of the market - significantly increase the sector's revenues, with a significant impact on job creation," he added.  

The rules

According to the announcement, the minimum amount for the initial portion related to the grant was set at R $ 96.9 million. In addition, the winner must make payments in seven other fixed installments, to be paid annually, at the granting fee. The deadline for delegation is 15 years.

To participate, applicants will need to demonstrate experience in operating an instant lottery venture with a minimum of R $ 560 million in 12 months.

According to Law 13,756 / 2018, 16.7% of revenues from operations must be with the government, which allocates to social beneficiaries - safety, sports and culture, for example.


Today, the lottery sector's revenue represents around 0.2% of GDP. The domestic market ranks 18th in world trade and 96th in per capita terms.

According to Secap / ME, the Brazilian market has the potential to raise at least R $ 30 billion a year - or 0.5% of GDP - and significantly increase resources for public policies.
